Senator Frank moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 4212. Without objection, CS FOR SENATE BILL NO. 378(FIN) "An Act relating to permanent fund dividend program notice requirements, to the ineligibility for dividends of individuals convicted of felonies or incarcerated for misdemeanors, and to the determination of the number and identity of certain ineligible individuals; and providing for an effective date" was adopted. CS FOR SENATE BILL NO. 378(FIN) was read the second time. Senator Frank offered Amendment No. 1 : Page 2, line 4: Delete "or" Page 2, lines 6 - 7: Delete "or misdemeanor" Page 2, line 7: Delete "." Insert "; or (3) during all or part of the calendar year immediately preceding that dividend year, as a result of a third or subsequent conviction of a misdemeanor, the individual was incarcerated; for purposes of applying this paragraph only convictions that occur on or after January1, 1993, may be considered." 1994-05-05 Senate Journal Page 4395 SB 378 Page 2, line 12: After "system," Insert "to the Department of Revenue for the satisfaction of child support obligations of individuals who are not eligible for a dividend under AS43.23.005(d) but are otherwise eligible," Page 3, line 27: After "system," Insert "to the Department of Revenue for the satisfaction of child support obligations of individuals who are not eligible for a dividend under AS43.23.005(d) but are otherwise eligible," Senator Frank moved for the adoption of Amendment No. 1. Senator Adams objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Taylor moved and asked unanimous consent that CS FOR SENATE BILL NO. 378(FIN) am be considered engrossed, advanced to third reading and placed on final passage. Senator Taylor moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered.
